Judge Thomas F. Brogan served for 19 years as the Presiding Judge of the Civil Division in Passaic County. He was appointed to the Superior Court in July 2000. Prior to being a Judge, he practiced as a partner in the law firm of Weiner Ryan & Brogan and the Supreme Court of New Jersey Certified him as a Civil Trial Attorney in 1995. Judge Brogan is a graduate of Seton Hall University and Seton Hall Law School.

 

After his appointment to the bench, Judge Brogan served in the   Civil Division until September of 2002. He then served in the Family Division until March of 2004 when he was appointed to the Civil Division Presiding Judge position, which he held until his retirement from the Bench in 2023.

 

Judge Brogan served as the Chair of the Statewide Committee of Civil Presiding Judges (2019-2021 term). He also served as the Chair of the Model Civil Jury Charge Committee (2008-2010 term) and has served on the faculty of the Judicial College. Judge Brogan has presented for ICLE on topics ranging from commercial litigation to the civil case law yearly updates. Judge Brogan served as a Trustee of the Robert L. Clifford Inns of Court. Additionally, Judge Brogan was the designated judge handling OPRA and Mount Laurel cases for the Passaic Vicinage during his tenure on the bench.

 

Judge Brogan has joined Scura Wigfield Heyer Stevens & Cammarota, LLP, as Of Counsel and will specialize in providing alternate dispute resolution services through mediation and arbitration, with a primary focus on personal injury and complex civil cases. Judge Brogan will also offer services for consulting on trial strategies and serving as a Special Master in complex matters.
